At 16, Héctor Salgado was arrested and tortured by Pinochet's forces at the Naval Base on Quiriquina Island, one of 35,000 Chileans incarcerated and tortured during the dictatorship. By 20, he was without a country, living in exile in the US - the same nation whose devastating foreign policy caused the death and torture of thousands of Chileans. The film follows Héctor as he returns to Chile almost 30 years later, camera in hand, to confront the military officers responsible for his torture and the deaths of his friends, taking an unflinching look at US foreign policy in Latin America in the 1970s and the legacy of Pinochet that Chile still struggles with today.
